Liên quan vụ án hình sự "Lợi dụng chức vụ, quyền hạn trong khi thi hành công vụ", xảy ra tại Phòng CSGT đường bộ - Công an tỉnh An Giang, chiều 15/7, thông tin từ Ban Nội chính Tỉnh ủy cho biết, Cơ quan CSĐT Công an tỉnh đã ra quyết định khởi tố bị can, thực hiện lệnh bắt tạm giam và khám xét chỗ ở các bị can Nguyễn Hữu Ân (47 tuổi, Đội trưởng Đội Cảnh sát giao thông, trật tự - Công an huyện Thoại Sơn; nguyên Phó Đội trưởng Đội Đăng ký, quản lý phương tiện giao thông cơ giới đường bộ - Phòng CSGT đường bộ Công an An Giang) và bị can Võ Chí Linh (37 tuổi, nguyên cán bộ Đội Đăng ký, quản lý phương tiện giao thông cơ giới đường bộ - Phòng CSGT đường bộ Công an An Giang (đã xuất ngũ tháng 10/2021) để điều tra về hành vi "Lợi dụng chức vụ, quyền hạn trong khi thi hành công vụ".
Các quyết định trên đã được Viện Kiểm sát nhân dân cùng cấp phê chuẩn.

Qua khám xét chỗ ở của Nguyễn Hữu Ân, Cơ quan CSĐT Công an An Giang thu giữ 11 biển số mô tô đẹp, một cặp biển số ô tô và một số vật chứng khác. Bước đầu, hai bị can Ân và Linh đã khai báo về hành vi phạm tội của mình và những người có liên quan.
Liên quan đến vụ án, trước đó ngày 6/12/2021, Cơ quan CSĐT Công an An Giang đã ra quyết định khởi tố vụ án hình sự "Lợi dụng chức vụ, quyền hạn trong khi thi hành công vụ" xảy ra tại Phòng CSGT đường bộ.
Theo Cơ quan điều tra, từ năm 2012 đến năm 2021, Phòng CSGT đường bộ - Công an tỉnh An Giang được Cục CSGT - Bộ Công an cài đặt và hướng dẫn sử dụng hệ thống đăng ký, quản lý, cấp biển số phương tiện giao thông cơ giới đường bộ bằng hình thức bấm, nhận biển số ngẫu nhiên.
Trong quá trình thực hiện nhiệm vụ, một số cán bộ thuộc Phòng CSGT đường bộ có dấu hiệu cố tình can thiệp vào phần mềm hệ thống đăng ký, quản lý, cấp biển số phương tiện giao thông sai quy định.
Quá trình điều tra, Công an tỉnh An Giang tiến hành đình chỉ ba cán bộ Phòng CSGT đường bộ, có liên quan đến vụ án, gồm: Nguyễn Hữu Ân; Bùi Quốc Khánh (Đội trưởng Đội đăng ký, quản lý phương tiện giao thông cơ giới đường bộ); Nguyễn Hoàng Em, cán bộ Đội CSGT số 1 (nguyên cán bộ Đội đăng ký, quản lý phương tiện giao thông cơ giới đường bộ).
Quá trình điều tra, ngày 4/4/2022, Cơ quan CSĐT ra quyết định khởi tố bị can, lệnh bắt bị can để tạm giam, lệnh khám xét chỗ ở đối với Nguyễn Bá Quận (nguyên Trưởng Phòng CSGT đường bộ - Công an tỉnh, đã nghỉ hưu) về hành vi "Lợi dụng chức vụ, quyền hạn trong khi thi hành công vụ".
Cơ quan CSĐT xác định Nguyễn Hữu Ân, Bùi Quốc Khánh, Nguyễn Hoàng Em và Võ Chí Linh có dấu hiệu đồng phạm với bị can Nguyễn Bá Quận. Các đối tượng trên đã lợi dụng nhiệm vụ được phân công, cố ý can thiệp vào hệ thống đăng ký, quản lý phương tiện giao thông cơ giới đường bộ trái với các quy định của Bộ Công an để cấp biển số xe ô tô theo yêu cầu cho người dân, doanh nghiệp.
